In a letter on the 24th March, the Ministry of Housing, Communities and Local Government advised local authorities:

We have always utilised innovative technology to ensure that we engage all those who have a stake in the project to ensure they are given the opportunity to fully participate in the consultation process.
We are working hard to virtually connect with communities with digital communications and use methods to engage with those not digitally enabled.
